Through Local HRA Levy

Program Overview

Local governments across the state are challenged by increasingly tight budgets and skyrocketing development costs. GMHF technical assistance helps maximize resources for affordable housing in order to expand and strengthen local housing programs in greater Minnesota.

Our research shows that many HRA/EDAs are not fully utilizing their levy authority to support local community development needs. As Minnesota’s largest philanthropic community development support organization, GMHF knows that HRAs that do levy often leverage outside resources that far exceed their local contributions -- in many cases as much as 17:1.

GMHF’s HRA program supports:

  • Peer-to-peer consulting with state and national experts.
  • Local Board and Council training and education.
  • Designing affordable housing program(s) to maximize leverage potential.
  • Calculating levy potential and tax impacts for constituents.
  • Developing and implementing communications plan to define the need for a levy &
    assistance outlining key messages and methods to deliver critical information.
  • Obtaining levy approval from local governing body.
