"Grandma Annie," age 71, has lived in this apartment in Duluth for 15 years. When her ceiling collapsed the landlord put up a tarp and added a funnel to drain rainwater into the kitchen sink. A local organization later fixed the ceiling. While her kids tell her she deserves better, she says she cannot afford to move.
